Former Hawaii congresswoman and current Director of National Intelligence Tulsi Gabbard has released newly declassified documents. She says they expose a “treasonous conspiracy” by Obama-era officials to fabricate the Trump-Russia collusion narrative during and after the 2016 election.
According to over 100 pages of records made public Friday, senior members of the Obama administration ignored their own intelligence findings. Instead, they crafted a misleading assessment about Russian interference. Gabbard said the goal was clear: to delegitimize President Donald Trump’s victory and cripple his presidency from the start.
The documents show that multiple U.S. intelligence agencies—including the FBI, CIA, NSA, and Department of Homeland Security—initially agreed that Russia had neither the intent nor the capability to alter vote results.
A Dec. 8, 2016, draft of the Presidential Daily Brief (PDB) explicitly stated that Russian actors had not changed any vote tallies. Yet the report was never published.
Instead, officials delayed it following internal objections. They waited for “new guidance” before moving forward.
Gabbard said top figures like then-CIA Director John Brennan, Director of National Intelligence James Clapper, FBI Deputy Director Andrew McCabe, National Security Advisor Susan Rice, and Attorney General Loretta Lynch met in the White House Situation Room on Dec. 9, 2016. There, they agreed to move forward with a different narrative. That version claimed Russia interfered in the election to help Trump win.
At Obama’s direction, intelligence leaders were told to produce a new report. It would detail how Moscow influenced the election. That report, issued on Jan. 6, 2017, contradicted the original assessments. It also included references to the now-discredited Steele dossier.
Leaks to the media soon followed. Those leaks fueled years of investigations, including the Mueller probe and two impeachments.
“This betrayal concerns every American,” Gabbard said in a statement. “These documents detail a treasonous conspiracy by officials at the highest levels of the Obama White House to subvert the will of the American people.”
She added that the conspirators sought to enact what was “essentially a years-long coup” against Trump.
A whistleblower from the Office of the Director of National Intelligence also claimed he was pressured to accept the Obama team’s final assessment. He said he saw no credible evidence to support its conclusions. The whistleblower stated he could not agree “in good conscience” with claims that Moscow preferred Trump or interfered in a decisive way.
Gabbard has forwarded the documents to the Department of Justice. She called for full investigations and prosecutions.
“No matter how powerful, every person involved in this conspiracy must be investigated and prosecuted to the fullest extent of the law,” she said. “The integrity of our democratic republic depends on it.”
The release comes as the DOJ continues investigating former CIA Director Brennan and former FBI Director James Comey. The probe focuses on their roles in shaping the Russia narrative.
Gabbard emphasized that this is not about partisanship. She said it’s about protecting democracy from political abuse of power.
